Their specific lessons learned included an emphasis on strong data and ensuring that leadership from the top plays a significant role in all initiatives.

Considering the current CM structure and objectives, there are several lessons learned that can be applied:. While the intent of leveraging government-wide spend and reducing the number of contract vehicles is good, FSSI struggled to implement contracts that were widely utilized and adopted. Some of the challenges were due to limitations with the FSSI contract structure or accessibility, but the other main challenge is that agencies like to maintain ownership of contract requirements.

Even though FSSI solutions are developed collaboratively through government-wide working groups, agencies prefer to own contract award schedules, negotiations, and terms and conditions. As a result, most agencies award duplicative vehicles to the FSSI solutions. The Wireless solution nearly achieved its annual savings target in FY as well.

The difference between the FY target and actual is partially attributed to the residual effects of the OS3 protest, which grounded the solution until late in the first quarter. During FY , the Domestic Delivery Services DDS solution experienced a lower savings rates due to a dual award environment of the solution and a period of performance that was reduced from 5 to 3 years. Other success stories from FY include the Print Management and Wireless solutions, both of which nearly tripled their savings projections. FSSI solutions will continue to be an important tool in FY and beyond to strategically source goods and services generating savings for the Government.

FSSI solutions are complementary to the Category Management effort and will potentially help frame sourcing strategies moving forward.
